There is a tooltip on the loading screen saying that Horde Beacons can only be used in the Ghost Valley. You need to sacrifice a horde beacon at the gas station in order to progress (I don't know how to do that yet though, just going off what each of the blue pads say).

Might have something to do with the graffiti on the wall next to the gas station pad.

i thinnk the map isnt finished, like california at 6 months

You give the horde beacon to the grafiti on the wall at gas station or the floating house in town

Like Darude said, sacrificing the Beacon doesn't mean doing the Horde, you literally give the beacon to the wall by interacting with it while you have the Beacon in your inventory.

The map is fully finished, it just has features that are pretty different from vanilla.

Yeah in the gas station the interaction point is a little wonky... Took moving around the room for a minute or so before i got the message to sacrifice it.

um ya i also cant give it to the wall it showes the promt but it wont excapt

If you have a horde beacon but the wall says 0/1 still you may have the wrong beacon. Theres a horde beacon in vanilla and a new one from Elver. Thats the problem I had at first, not sure if this is the problem you are having.

Yeah, it confused me at first too. The new beacon requires materials only found on Elver such as civilian trash (aka components), the military radio and a graphics card. If you have some duct tape in your inventory the recipe for the beacon and the components should show up. The description for Elver has an Imgur link as well as a link for a Steam guide for all the crafting recipes as well as what kind of places you can find the ingredients.
