i found the solution, but idk if it still works. I just restarted the game a few times, and it worked once, but sometimes it didn't. Just play around with restarting the game, and it should do it

Every time I have had this message, it was fixed by leaving the ship and returning. Like it says, you gotta reload the ship.

No worky. Done it multiple times

After some sleuthing it turns out this was a vanilla bug that was never solved. User 'Healthire' found out the fix on the Chucklefish forums

Anyway, open your chat box and type in these commands. This will Kill all of your crew and instantly have them respawn. ***CAVEAT EMPOR; THIS WILL KILL ALL OF YOUR CREW, THEY SHOULD RESPAWN BUT ONLY USE THIS IF YOU HAVE TO***
