Also once you have all the required provinces to form Germany under your or a vassal's control you can diplomatically form Germany at admin tech 20.
The forming Germany diplomaticly idea sounds great, I will look into that. I thought about expending the "join" mechanic to South Germany once you have United the North or maybe you have to fight France or something.

I am playing the NGC in multiplayer right now and have found several requirements to be too hard/too much.
I have reduced the required provinces to form the NGC in the last update and founding the bundesrat is a optional decision now. Also min autonomy is now 20% but with 30% in the first 10 years.
The new Märzrevolution update also adds decision e.g. enact Karlsbade Beschlüsse (min_autonomy = -10, max_absolutism = 5, yearly_absolutism = 0.5)
