If game run out of CitizenUnits you won't see cims using public transport or cars, if PathUnits then nothing will spawn (almost all vehicles require path to move)
What will happen if you turn off all features on the Maintenance tab, or one by one? Maybe you've made some changes using TMPE and citizens/vehicles can't find correct path to some building/area of the city?
When users have problem with not spawning service vehicles (number jumps between 0 and 1) at 99% they created wrong lane connection or set arrows so part of the city become inaccessible. Same thing may affect public transport vehicles. Maybe you've set some restrictions or I don't know, forgot about green light for pedestrians at some intersection with Timed Traffic Lights and they stuck somewhere? Maybe they want walk instead of using public transport (from path finding perspective waking is better way to get somewhere).
Have you tried turning off ParkingAI if enabled?
