make sure you don't subscribe any other version of Traffic Manager. The only reason settings are not saved is the game loaded one more version(probably Labs version or old Stable 10.20).
Previous version of Traffic Manager(10.20) is obsolete because it is incompatible with the latest version of the game.
Search in-game Content Manager -> Mods tab for other versions of Traffic Manager/TM:PE and unsibscribe all you don't use.
Restart game after changing subscirptions, that's really important.
