In the bottom right of the main menu on gmod, there's a button that says the current gamemode, simply click on that and select sandbox, or another gamemode.

Try deactivating jazztronauts and reopen gmod

the loading screen for jazz still appears when i have deleted the whole mod.

thats actually a bit worrying, try validating your gmod cache and report that bug

The loading screen attempts to reset itself on shutdown, but if the game crashes it won't reset.
For now, type
sv_loadingurl ""
in your console to reset it.
