Before End Turn I can see the units are replenishing but next turn it's same as previous.
I found that it was one unit type causing the problem so I disbanded all of that unit and it fixed the problem. In my case it was Turkish foot archers as Nicaea/Byzantium. If I had to guess it has something to do with them needing tribesmen pops to replenish and without it they prevent the whole army from replenishing, which is a bit silly.
tbh I wish the replenishment restriction was toggleable, I'm fine with it for recruitment purposes but it seems to be a bit finicky for replenishment
