Getting CS:S Content without owning it (for Windows)

So, for anyone who does not own CS:S, I found this guide to get the content of it.

If you have CS:S installed but want to uninstall and continue with your content, go to Step 4. This can be done for other games that have content in .vpk files.

Hey i got an error and i cant open steamcmd this is the error

Do i have download Gmod before doing this?
Didnt do that yet because if it still doesnt work then its a waste of my money

if i drag the vpk files to vpk.exe it says this error

Unknown command 'C:\Users\Gebruiker\Desktop\steamcmd\css\cstrike\cstrike_pak_dir.vpk'. Try 'vpk -?' for info.

What to do now please

I have the problem where I can walk through props on my server (I host TTT most of the time) and I have cstrike source mounted correctly. I dont know what the problem is.
