UFF Mod introduces it. Mezzes stuff on the other hand introduces the real Holy Hand Grenade, which has it's origin from Monty Python's Circus show

When placing items in level editor, I have a feeling some of item's offsets aren't quite the way they should be, but except this everything is fine so far ^-^

You're probably talking about the iron fence, yes I'm aware that its offset is.. not great. :D I'll try to fix it in a short while

Not only fence, it is background material, so nothing much to do with it. I meant items, like Plumbus. But again, it doesnt actually matter. Focus on new stuff, your mind is fresh :-D
