[V-Script] Faster L4D1 Radio Skips

Lets you skip L4D1's finale radios faster. Based on: https://github.com/Tsuey/L4D2-Community-Update/issues/530

The values were taken from Swamp Fever (5 seconds) and The Parish (2 seconds, because the radio and the actual thing that starts the finale are separate things, so you're less likely to accidentally press it)

  • No mercy (and Fairfield Terror): 15 -> 5
  • Death toll: 12 -> 5
  • Dead air: 8 -> 2
  • Blood harvest: 8 -> 5
