It usually depends upon the server settings for sv pure.
Sv_pure tells the server whether or not to allow users to use custom content.
1. If sv_pure is set to 0 then that means anything goes.
2. If it's set to 1, then it means only player textures, custom guns and sounds are allowed.
3. If it's set to 2 then it uses nothing but stock game files. pure 2 is usually set for competitive servers, and 1 is the default setting.
90% of the server are set to 0 & 1. So the sound mods will work just fine.
