Right click on the octoling, scroll down to 'set body groups' and scroll down to the feet. You can turn off their visibility, so they don't appear to glitch out of the boots.

Are you using enhanced inkling models by FissionMetroid? If so... well, you can only use $alpha in Element Viewer to remove shorts. I don't know why they didn't make an adequate bodygroup for clothes removal.
you can adjust $detailblendfactor parameter just like with ink meter ($inkfill):
1) right-click the model, add override materials, right-click it again and open in Element Viewer as a model
2) look for M_Body (or M_Body_env, depends on which skin you use), right-click, add attribute - float. Call it $detailblendfactor.
You can enter any value from 0 to 1 to change the glow intensity.
You know... maybe I should update these models once again, with some of them getting vertex normal fixed, and making the ink meter actually bodygroupable. I don't know what I was thinking.

The QC stuff was not addressed to you. You said you couldn't find the model, I said: type "legwear" in model search. The skirt is called "octoagent_legwear_female_pbr".
Gaming Inkling: the skirt is called "legwear" (octoagent_legwear_female_pbr). There's a list of files in the description
first you just type in this name and apply it. Then, next to this new $inkfill attribute in Element Viewer, there will be a field where you can put a value
Right click the model - Add Override Materials
Right click it again - show in element viewer - model
Open "materials" line, find "M_Ink_Drain" or "OctoInkTank_Ink_Drain", right click it - add attribute - "float", name it $inkfill
Type in whatever value you want from 0 to 1 (more value = more ink, 1 is full)
