the "2.0" version is someone else's fork of the mod and it's really outdated, i don't recommend using it at all. if you have it installed, then it's definitely responsible for the issue
but as for this mod getting the CreateParticleEffect error, i can't recreate this problem at all, even after uninstalling and reinstalling it myself. somehow, you two have an outdated version of the files installed, which is really outside the scope of the mod itself. i have no idea how that would happen or how to fix it.
you could try entering this in the console, and it'll tell you where the outdated file is:
whereis lua/entities/proxyent_tf2critglow.lua
but if you already uninstalled and reinstalled it, then i don't know how much good that'll do.
prolly the residual lua files didn't clear properly. I always forget runmenucleanupgmas is a thing.
You're running an outdated version of this addon somehow, that file doesn't use CreateParticleEffect any more.

the paint at least works, but the particle fx aint working still.
If you're talking about the errors that just started happening with crit/jarate particles, I pushed an update just now and they should be fixed. If there's some other bug happening on your end, then you'll have to be more specific, I can't find anything else wrong with it.

what's broken? everything seems to be working normally on my end. i can't even reproduce the "NULL CNewParticleEffect" bug those other guys are reporting, but i could probably put together a quick fix for it. is that what you're talking about?

Enter this into the console, it should tell you what addon is doing it:
whereis lua\weapons\gmod_tool\stools\matproxy_tf2itempaint.lua
There shouldn't be a "bone merger compatibility" option at all, I removed it back in 2018. The only reason it'd still be there is if you have another addon replacing the tool's code.
That shouldn't happen any more, do you have another version of this tool installed, like this one ?

Do you have any other addons that interact with TF2 hat painting at all? There was another user here who had the same issue, and it turned out to be a TF2 cosmetics framework with its own hat painting code that conflicted with this one. That addon was fixed, but anything else could have the same problem.
Halloween spells should be in the list of color categories at the bottom. If they're not there, try making sure you don't have any other addons replacing the same tool, like that "2.0" reupload.
the textures for the sparks and drips require tf2
