Update
- Fixed special capital buildings bug (hopefully!)
- Added garrisons for other cultures to special capital buildings.
- Sparring fields still not fixed, this won't be fixed until the first official game patch.

- Fixed issue where special regions taken by other factions would not properly convert when taken by another culture.
- Sparring fields still not removable, this will be fixed once they patch the game to allow full tables to be used in mods (hopefully next patch).
