Fixes to "HMS Maelstrom". Disabled getting shocked when sabotaging turrets for now, since it didn't achieve much.

Added Depth Charge Turret and Torpedo Charge Shell. Unwiring turrets causes a shock. Added "HMS Fortress". Minor HMS Brick rework so it uses the new depth charge turret and torpedo charge shell. Added "cts_toggleoxygen" debug console command.
