The devpocalypse!

-All development cost and minimum autonomy in territory modifiers cut in half (except for terrain cancelling ones, like hydraulic rights).
-Age of Discovery culture conversion nerfed to 15% cost and 25% time
-Culture ideas nerfed to 10% conversion cost
-Terrain dev cost returned to vanilla values
-Reformed morale returned to vanilla 10%
-restored adriaterra and andalusia to original formation requirements
