整合老外的50建筑槽模组，感谢他！

提高基建，合成炼油厂的燃油产出，并且可以产石油，提高储油罐储备

修改难度选择AI的buff和玩家的buff，转交给玩家的和谈分数最少为50%

要塞群大幅度加强，略微小无敌（新增加的一条堑壕上限buff会引起一个小报错,完全不影响游玩，同时要塞群新增加的堑壕上限buff是生效的）

1.开局添加事件，玩家可以选择发不发将领以及发多少程度的将领

2.机动削5%坦克软硬

4.MIO减少升级规模的经费需求,增加MIO从产线获取的经费，增加MIO从科研获取的经费

5.大幅度加强现代坦克营，不是现代坦克这个装备，是营，地形改为轻坦的地形适应，减少补给消耗，总之就是现代坦克营非常强就完事了
