fixes:
friendlies now show green markers when spawning

new options:
choose timer for when bandits may occupy buildings you've visited
choose probability of generators spawning on bandit safehouses
choose probability of bandits spawning in zones they should avoid
remove type and hostility colouration from bandit/event icons

Fixed some issues with applying randomisers to npcs not generated with wave data - should be more resilient now
