- shield improvements

- you can now enable / disable certail abilities
- admins can now allow/disallow usage of certain abilities
- shield how falls when player dies
- object now releases from telekinesis when player dies
- there are size restrictions on the object size
- removed shield hum sound and replaced it with actually muffling sounds in-game
- shield no longer kills you
