Fixed a localization typo.
Removed the russian localization as it is now handled as an external mod.

Translators, rename SCFE_ALSHIGANS_SASTEROID_PROJECT_DESC to SCFE_ALSHIGANS_ASTEROID_PROJECT_DESC.

Added colossus interactions with the Strange Worlds planets.
Added safety flags to these worlds too to prevent some unwanted interactions with other mods.
Note that some modded colossus will also have interactions if you have the Merger of Rules.
