Hotfix where Segregation SLanter Focus was bypassing if you owned the Burrows even if you went Integration. Added a check to stop this

Fixed issue with Focus tree with USA Reformer Legion Focuses appearing when it shouldn't. Didn't notice this in checks as I was IN that tree and it looked fine.
