New menu for country rules, new button moved into it, fixed one of the population buttons adding the wrong amount, simplified main shortcut, fixed armor being incorrect on a ship design, updated version number so people don't whine.

Compliance/resistance editing and transferring resource rights is now in the state menu.
The PMT/MMT (Manpower and Population editing) tools should have less glitchy displaying of population/manpower numbers (variables would overflow or did not fit the textbox).
