Updated NPCsets from EHA.

Changed npcsets to wear Body Armour instead of Plate Carrier Rigs (latter was removed)

Medical items should no longer be sold by traders at outposts (weird oversight ik but I haven't touched this in a while :/).

Removed non-vanilla medical items from Separatist NPCs and made them aim significantly faster to accomodate for the lower TTK.
