If you're under level 3 don't bother, maximum quality will be ~40%

- Fixing recipes added for Brakes, Suspensions, Mufflers, Seats and Windshield simmilar to the old "Vehicle Parts Repair" mod which is now unneeded as vanilla integrated half of the recipes.

- Now able to craft new car windows/windshields [requires Viperel's Recycling Center]
- Ability to patch all Tires. [Note that the fixed tires will be the lowest quality variant "Old Tire" for balance purposes]

-slightly lowered the exp gained from crafting by 1 point
