-fix to weather

-updated for apex survival
-redid atmosphere
-added custom weathers

-added encounters

Update v1.1:
-changed oremap, now denser and ore veins more simliar in size
-also lowered atmosphere top height slightly

-weather now displayed correctly on screens
-weathers now last slightly longer

-small update to filestructure, naming convention etc.
-just background stuff, no visible changes
