+ NSpecial ice wand now causes the KoB freeze effect on hit

+ If Meen loses his last stock in an FFA with 3+ players, his book will stay (or spawn in the center if its not on the stage) and continuously spawn small summons. Basically just acts as a funny stage hazard
+ Added a cheat for choosing which NSpecial wand to get in practice mode
+ NSpecial fire wand, FStrong, and DAttack now cause the KoB burning effect on hit
+ Fixed a bunch of misc interactions and marked basically every projectile hitbox as fire, ice, etc

+ Mr. Meen can now look at goodie goodies above or below him, as well as crawl
Nerfs
- While floating, Meen can't move as quickly backwards. Float will also move downward slightly if used very high up
Fixes / Other Changes
+ Added some floaty visual movement during walk, dash, float, etc. These states also trigger the sparkle effect from his float as well
+ Updated CSS code a little, should be up to par with other characters like Morshu and hopefully break less
+ Made USpecial slow Meen down during startup if he is moving backwards while holding forwards (helps prevent dying to side blast zones if done out of hitstun for example)
+ Improved AI a little

- Made the big summon sparkle hit be active a bit later, as it would hit on frame 3 (f3->f6)
Fixes / Other Changes
+ Fixed some errors when Villager pockets small summons, like error sounds and other things
+ Fixed small summons being pocketed by Villager accidentally making big summons inaccessible
+ Fixed Gnorris being in hitstun accidentally locking big summons from attacking (a small oversight I guess lol)

Buffs
+ FSpecial can now be held to spin longer, with the tap version being much shorter
+ FTilt now only turns summons around if the button is held, and BAir can now do the same when held. They can both also flip the NSpecial wands (if the wand is static)
+ BAir now has a butt hitbox
+ NSpecial projectile damage buffed slightly (2->3 fire wand, 4->6 storm wand, 4->7 winter wand)
+ DAttack can now be angled up/down
+ If big summons are on cooldown, the sparkle will still appear (similar to DTilt and BAir)
Fixes / Other Changes
+ Added 9 of the 10 missing runes. He now has an almost full set

- Added b-reverse to NSpecial, FSpecial, and DSpecial, making you able to quickly reverse momentum at the start of the move

- Added Villager compatibility, and Green Flower Zone compatibility. Also polished up some other compatibility with other KoB characters (ex: NSpecial projectiles can be grabbed, including the wands)
