Updated to 1.18.1.1 since there were a bunch of GUI updates.

Still worked even without updating but I incorporated all the GUI refactors anyways.

added a few logic checks to the transfer / consolidation decisions so that nonfunctional transfers (e.g. trying to consolidate counties, transfer baronies) are not allowed.
