Updated the part components to have the Default and new components
Fixed a bug that changes the components you can select from when quitting out of the game and reloading the save

Updated single Seater data file , Updated starting performances, Updated team colors of some teams, Updated minor Things

Changed tire wear slighty increasing it
fixed the tire cliifs back to normal
fixed the fuel burn
changed some details in how the parts affect performance
changed the rules so no refueling rule is active for all three series when starting a new save

Changes still work best on medium but works on all lengths
