Hot-fix 1: Corrected scripted trigger typo

Updated the way that Exotic Terraforming modifiers are being handled. The On Action was running before the global flag for the for Exotic was switched on. Utilized prior code to set the flag early.

Updated planetary habitats to only be buildable by the AI if you have the habitable structure Mod. Once PD restores the function for AI, which only happen once Paradox fixes the bug this temporary solution will be disabled.
