Added the check to substellar compressor. It will now be buildable around cold and hot gas giants as long as the correct planetary modifier is there.

Fixed Terraforming from from Lifeless Torrid to Aquatic: The modifiers for Lifeless Torrid worlds will not be properly removed.
Changed Mod requirements: The mod will now only require Planetary Diversity. Sub-mods are optional will need to loaded before this mod.

Removed orbital Arcology fix. there was an error allowing infinite buillding around a single planet. GigaStructures fixed the main error causing it
