I have a feeling that you're right and that the "TTT M9K Weapons addon" changes how the weapon are implemented so that they work in TTT. You might have better luck with using the M9K weapon packs without the TTT addon enabled for Sandbox.
As for ADS'ing - I've been out of the GMOD space for some time and I'm not sure if recent game updates might have broken this feature for these relatively old addons or if it relates to running in the P2P environment. Hope you manage to get it working
Unfortunately I haven't investigated this fix for client-hosted servers. It might work if you follow the same steps and put the modified addon in your client addons folder.
Alternatively, and I accept this is very inconvenient, you could host a dedicated server yourself on your local machine. I have a guide for doing this which you can find in my Steam guides section.
If I get a spare moment this weekend I'll try look into it but I can't guarantee anything (especially given the pandemic).
I've seen this a few times but haven't managed to work out precisely what causes it.
Its a bit of a pain but in the past a fresh install has solved it for me.
It may also be worth checking that all of your other mounts like CS:S are working
