[Windows 11: 24H2 specific bug] Steam fails to launch.

Issue:
SteamWebhelper fails to launch, this prevents steam from launching.

Details:
The community narrowed down the cause of the issue as follows:
-> This bug only happens on systems with Windows 11, updated to 24H2. Reverting back to 23H2 resolves the issue.
-> This bug pretends that the cause is the ati driver dll: atio6axx.dll
-> The Steam error logs show several entries related to the GPU.
-> It only seems to affect people with an AMD graphics card and using it as main output; not sure which exactly.

Steps:
-> Have a system with and AMD graphics card and Windows 11 installed, updated to the latest 24H2 update (which is still in preview stages, according to microsoft).
A clean install of this system is all that is needed.
-> Install Steam.
-> Attempt to launch the Steam Client.

Result:
Steam fails to launch and seems to just close.

Expected:
Steam launching succesfully. The Steam Store page to be displayed in the steam client's main window, etc.

I recommend reading the thread, despite it may be taking some time.

Thanks. Got forcefully updated to Windows 11 24H2. This fixed steam (and other services like glasswire). I chose to use

netsh int tcp reset all

Thanks. Got forcefully updated to Windows 11 24H2. This fixed steam (and other services like glasswire). I chose to use

It's an app issue, they need to update them to utilize the new and better BBR2.
it works by me also but every day I have to doit again ... anoying. any suggestions please?

This is not a MS problem, it's the apps that need updates to current standards.

KyuKyu is right -- unfortunately we can't just blame M$ for this one. BBR2 is the better TCP congestion control algorithm going forward, so just rolling it back is not a very good option. BBR (1 and 3) works just fine on Linux with Steam. Whatever steam &c. is doing on Windows needs to be changed. I hate to lick M$ boot (did I mention that I use Linux?) but here I am.

PS. The new shiny powershell way of spelling the netsh stuff is: "Set-NetTCPSetting -SettingName Internet -CongestionProvider CTCP"

PPS. Looks like you don't need to reboot after changing to CTCP?

Hi guys, try this. I´ve put the Steam into "Launch by startup" and my steam open after every start.
I have done also the things with NETSH and Powershell, mentioned above.
but now I am happy to use Steam again. ...
Run these command and BBR2 will work properly :)

netsh int ipv6 set gl loopbacklargemtu=disable
netsh int ipv4 set gl loopbacklargemtu=disable
Im having the same problem but im not really too tech savvy and this has ruined my day, ive tried everything at this point and just found this, i dont really know much about powershell so i dont exactly know what im doing but if someone could give me a step by step guide it would be amazing, because idk if im supposed to put the whole command at once, or one by one, or anything. If i cant fix this soon im going to lose it because steam has all my games and its the only way i can play games with people who i cant hang out with irl, so please if anyone is listening please help me

If i cant fix this within the next few days im going to just take it to a tech repair store, explain whats going on, and pray to god they can fix my pc, because i actually hate that i cant fix it and not being able to is making me nuts, for now though im going try to and relax by just playing on my xbox

Hopefully these instructions are easy to understand:

1. Hold down the Windows-Key on your keyboard and press R at the same time

2. This should open the Run window

3. Type
cmd
into that window

4. Hold down SHIFT and click OK in that window (only release SHIFT after clicking OK)

5. Confirm the warning message by clicking on Yes

6. A black window (the command prompt) should open

7. Copy & paste the following text into the black window and press ENTER to confirm:

netsh int ipv6 set gl loopbacklargemtu=disable

8. Do the same thing with this text line:

netsh int ipv4 set gl loopbacklargemtu=disable

9. Restart your computer

Steam should now start again.

UPDATE: 23H2 also has this issue at the time of typing this comment.
