Create a new account, and certainly not for no reason; the ban was definitely issued because of cheating.

Everything in this life have a reason.
VAC Ban - because of cheats.
Game Ban - ask developers individually.

I can't imagine buying an account without either first checking if it's banned, or checking if the ban can be removed or not before buying it. I imagine I'd feel quite stupid if I did so.

must be an expensive lesson to buy a steam account with a 2009 day old vacban. If you are the actual owner of the account who made the account, then you had over enough time to gone to your profile and click on the info button next to your vacban, then you would have seen that bans are permanent and cannot be appealed
