They've had discounts before. Not big ones, mind you, but they do tend to go on sale twice a year for a small amount off at least.

Winter Sale (Christmas) and Summer Sale (late June / early July)

Be very careful when shopping on Black Friday, btw. Steam will give you legit deals, although maybe at a smaller discount than Winter sale would have, but a lot of other retailers will scam you on Black Friday, including large trusted big name chains.
