@OP what you're talking about is very old news, plus VPN's and botnets "services" exist all around the world, also has been a thing for a while. First "social media" use was on ZunZuneo back to late 2000's - early 2010's (AFAIK), meanwhile the first "official" use was the "Hearts and Minds" failed campaign during the Middle East wars.
