Apparently it's already released for PC so I don't see any reason as to why it shouldn't come to Steam unless the port is beyond horrible which is likely.
There's some laws that indicate that after X years inventions become property of the public,
It's not implied when there's a corporation because it's considered an individual in law and only is an exception when the inventor dies, which will be X years after the company is D.E.A.D and nobody claimed the ownership, it's not the case with the LOTR franchise where the IP is licensed to the highest bidder. Just take an example of EA owning skeletons in the closet so that nobody can claim them.
