create the custom higher res (and refresh) in gpu control panel
and enable gpu scaling (so the host can display something while at the higher res)
steam -> settings -> remote play -> tick [change desktop res to match client]
on client, advanced stream settings (depends on client type)
set streaming res to its native

better to ask on amd gpu forums
its not a problem with steam/remote play if the gpu control panel wont let it change to unsupported res/refresh
worst case, use hdmi/dp splitter and fake display dongle plugged into th splitters port 1 that supports 4k120 (port 1 edid is passed to the pc, not the 2nd dusplay)
it when at a higher res or refresh than the display supports, it may say unsupported format or out of range/sync or something

Then my problem was with remote play, as my laptop didn't have a graphics card powerful enough to decode a 4K 120 fps stream, but I got another one and now everything is fine. Thank you very much!
