Valve provides a tracking framework on Steam, but that's all they can do.
The rest is on the devs.
Like I said, I think the game devs have to be the ones to separate them.
Valve already provides the tracking framework, it is up to the devs to use it.
Valve has no control over how game devs handle their games and the achievements.
And since DLC are still part of the game, stop being upset when your worthless 100 gets messed with. It's not going to help you in life.
May I see an example of this? I thought it was a missing feature on valve's steam client (like the lack of early access functionality for dlc), but I would love it were you to show me a game where the dlc achievements are separated. If it is possible it must just be very rare ig.

But as far as Valve is concerned, achievements are the responsibility of the games devs.
This most likely includes separating them from base and DLC.
And to be honest, since PC game achievements are optional, the devs may not see a point in dealing with separating base and DLC achievements.
Most people don't care.
A very small part of the user base cares about a worthless number.
That 100%? It's nothing more than bragging you did something that many people don't care about.
Valve and Sony do not force the devs to do it.
So if a game has the base separate from the DLC for achievements , then it is because the Developers set it up that way.
I guess nobody has ever informed you that Hikari is simply never wrong. If Hikari says something is a fact, then it is a fact.
