Same reason why when this idea has been brought up with the deck, these devices are pcs, you will be unable to game on one while gaming on the other, that's how it simply works. Go offline with one of the devices.
mean while this would give you the best flexability to play on steam deck , pc, or steam machine.
it is kinda bogus that you can't have a steam account logged in on two computers at the same time, to play two different games on the account at once on two different devices.
It's to prevent people from sharing their Steam accounts, which is against the ToS.
Except that is EXACTLY the scenario they are trying to avoid. If you want to do that the correct way is to create another steam account, and then use the family sharing system to play two games from your library on 2 different machines at once.
