For people who are still not sure where to click: you must click on the review header (with the thumb icon + "Recommended" / "Not Recommended" text) to open the full review in one page, and there the report / flag button will appear at the bottom-right, along with the usual Yes/No buttons at the bottom-left.
(URL pattern: https://steamcommunity.yuanyoumao.com/profiles/user_id/recommended/review_id/)
Same thing on a user profile reviews list (https://steamcommunity.yuanyoumao.com/id/tybikkryt/recommended/), the button appears when clicking on the review header.
Problem is, I never do that. If I need to read the full review, I just click on READ MORE. I didn't even show that the "full review page" existed. It looks like a remainder from an era where the READ MORE button didn't exist.
Why Steam doesn't just show that little flag button directly in the reviews list is beyond my understanding. Maybe legacy tech reason. Either way this probably causes a lot of people who'd like to report to just miss the opportunity.
