do you mean for all of the different games?
(edit, saw the two you talked about. same applies, though.)
if so, that is not the easy answer you are looking for
each game is going to decide where and how to keep those
some use the appdata folders
some use the documents folder
some use multiple folders in both their main download and then on the system
some even used to use the registry (not sure if any are still doing this)
i do not know if they are automatically saved to the cloud or not
but i do not think so
you are going to have to find out where the devs decided the files are put

if it does have steam cloud, the actual save game should still be there
In your library, right next to the "run" or "install" button, you should be seeing a cloud status icon (which also has a mouseover telling you what it means).

this one command fixed all the problems you miraculously seemed to share?
1) Sheepy: It was indeed a matter of copying the local game save files, since the game effectively doesn't use Steam Cloud. I thought it did, but upon looking again I verified it doesn't.
I found the location of the files, here: C:\Users\(Your Local Username)\AppData\Local\SheepyAShortAdventure\User Data\Default\IndexedDB\chrome-extension_dkoamdilnalhkoenefeomjikocgieika_0.indexeddb.leveldb
I copied all files inside that folder, to the same folder in the new Windows 10 install. Overwriting when needed.
2) The Sinking City: I hadn't tried just running it in the new Windows 10 install, because I thought maybe I needed to do something that would work for both games. But when I ran it, everything worked. I had automatic access to the game saves, because it does use Steam Cloud for this.
I was also a bit too cautious, because I had already lost some progress to a previous, unrelated issue with this game.
3) The malware attempt: Thanks to everyone who pointed out the malicious intent from that reply. Don't worry, I knew better than to follow those instructions. Thanks for reporting it too. I assume someone did, because it has been deleted already.
