If Steam's default menu items fill it up, there's no room to show your recent games.
Try this:
1) Open Steam and go to Settings.
2) Select the Interface tab.
3) Click the "Set Taskbar Preferences" button .
4) In the window that opens, uncheck some of the options you don't need. By freeing up space, you allow your recent games to appear in the list.
Hopefully this fixes the issue.
If you want to increase the number of items in your taskbar jumplist it requires a registry key change to do so. Otherwise you have to reduce the amount of items you're listing in the jump list to accomodate the existing limit

Yes and the most common reaons is because people have too many items in their jump list. Meaning you can either reduce the amount of stuff in the jump list, or increase it so it can accomodate the recently played items.
