Cannot access my computer
I cannot access my personal computer unless i sign into steam! Does this sound stupid or what? Well it has all started when i was in the Dyson game. I was in settings and clicked on full screen mode and then the nightmare started. I was sent to a black screen with a box that said "Signal Unsupported" and no key on my board would work. I tried ESC to back out and nothing. I tried CTRL+ALT+DEL buttons and nothing. I finally had to turn off my computer and turn it back on and when i did the Steam login screen came up. Yes i could login and once i logged in then i could access steam and access any other windows 10 programs uncluding going online to you tube and facebook etc. So i thought this must be a glitch and i clicked on start and clicked on power and restarted MY PERSONAL COMPUTER and once again the Steam Login screen would pop back up as if it were my OWN PERSONAL COMPUTERS LOGIN SCREEN!!!!! I cannot access any of my icons or access the internet unless i login to steam! Now im trying to get my money back for a game that ive played over 1000 hours. And i suppose i could uninstall steam after i login to steam and take back control of MY PERSONAL COMPUTER. But htis sounds rediculas and stupid and yet it has happened to me. If anything this is a WARNING to all! Unless steam can help me with this problem i guess i can uninstall steam and take the $20 loss and say i got ♥♥♥♥♥♥ in the ass by steam!

Well you're not getting a refund on a game you played for over a thousand hours under any circumstances. And claiming a $20 loss is silly, since it sounds like you got over a thousand hours out of your $20. Hardly a loss. Sounds like you got an amazing value for your $20.

As for what's happening on your system, it sounds bizarre and I don't know how that could occur. But given your apparently limited tech expertise I'd also be willing to bet there's some details you're not aware of or don't understand the significance of.

All I can say, problems usually are solvable one way or the other. Also Valve may not be responsible every time you or your system slip on a banana peel. And the rush to cast blame and demand compensation is completely unreasonable. Solve the mystery first, then cast blame.
Sounds like a broken registry key which can happen as I have personally seen this and if you have the default key/option active, "Run Steam at PC Startup", this is also your issue with an easy fix, either reinstall Steam client over the current version without uninstalling Steam, or fix the registry key yourself (which can be more involving).
