Change your wrong rule(r)s, wait for Steam to reflect that, try again! :)
That still shouldn't result in a crash.
the only thing of note between now and last purchase is some low life tried to steal my account by visually cloning a friends accout and wanted me to sign into a dodgy dota server. I don't even play dota. so put in a complaint and changed all my passwords just to be sure and yes I have steam guard too.
ready to tear my hair out.

I never did find an answer to y problem in support though.
i was able to buy the game on the browser website, but it's a really roundabout and impractical way of doing it, and the fact that this bug(?) is even a thing concerns me. i already tried restarting the computer and reinstalling the program, and nothing's worked yet. worst case scenario there's something wrong with my computer, but as you did say it got fixed on your end, i'll allow myself to hope it'll get fixed for me too.
